Duties of the Energy Specialist

  1. Monitors changes in the client’s energy consumption and oversees the implementation of energy efficiency measures.
  2. Assists in preparing the mandatory data reporting required under Section 22/C of Act LVII of 2015 on Energy Efficiency, to be submitted to the Hungarian Energy and Public Utility Regulatory Authority (MEKH) by 30 June of the year following the reporting period.
  3. Prepares a monthly report for the obligated economic operator, detailing their activities and providing an assessment of the operator’s energy consumption for the reporting month. This evaluation is carried out in the context of historical consumption data, investments, developments, and other relevant factors.
  4. Prepares an annual summary report by 15 May of the year following the reporting period, based on the monthly reports. This document details the implemented energy efficiency improvements and the energy savings achieved through applied operational measures. The obligated economic operator publishes this report on its website by 31 May.
  5. Acts as a professional observer and advisor in the conduct of regular energy audits, and supports the establishment and monitoring of an energy management system in accordance with the EN ISO 50001 standard.
  6. Provides recommendations for energy-efficient operational solutions and identifies opportunities for energy efficiency improvements.
  7. Ensures that the energy savings achieved through implemented energy efficiency measures and applied operational practices are properly documented and reported.
  8. Carries out tasks related to energy procurement, energy security, and energy efficiency as assigned within their area of responsibility.
  9. Maintains records of data from sub-meters used to monitor energy processes and savings in relation to equipment and technological processes as specified by the decree of the President of the Hungarian Energy and Public Utility Regulatory Authority (MEKH), and includes this information in the report referred to in point (d).

The responsibilities of the energy specialist are regulated by Section 21/B of Act LVII of 2015 on Energy Efficiency, and by Sections 7/A of Government Decree 122/2015 (V.26.).

Which Organisations Are Required to Appoint an Energy Specialist?

Under Section 1, Point 16 of Act LVII of 2015 on Energy Efficiency, economic operators as defined by law are required to engage an energy specialist.

In accordance with the relevant legislation, companies are obliged to appoint an energy specialist based on the level of their energy consumption, if their annual final energy use exceeds any of the following thresholds:

  1. 400,000 kWh of electricity, or
  2. 100,000 m³ of natural gas, or
  3. 3,400 GJ of thermal energy.

If any of these limits are exceeded, the company is legally required to appoint an energy specialist.

What Should You Know About Sub-Meters?

2022. As of 1 January 2022, a legislative tightening introduced new obligations for certain organisations:

According to the regulation, from 1 January 2022, economic operators required to appoint an energy specialist must install meters capable of recording data at least every 15 minutes, as well as storing and transmitting these data. This requirement applies to the following:

  • Standalone electrical equipment with a nominal capacity exceeding 50 kW (e.g. compressors, motors, pumps, other drives and technological equipment), and heat-generating and air conditioning equipment with a nominal electrical capacity exceeding 70 kW.
  • In addition, the obligation applies to equipment that receives power through a single supply point and is interconnected in a technological sequence — except for those already falling into the two categories above — provided that the maximum simultaneous built-in capacity exceeds 100 kW.
