Methane Emissions
Pursuant to Regulation (EU) 2024/1787 of the European Parliament and of the Council (recitals 7 and 8), “in line with the Union greenhouse gas emission reduction targets for 2030, rules should be established within an appropriate Union legal framework for the accurate measurement, reporting and verification of methane emissions in the energy sector (oil, gas and coal sectors), and for the reduction of such emissions, including through leak detection and repair surveys (LDAR surveys) and restrictions on venting and flaring, while ensuring the protection of workers from methane emissions. In this context, this Regulation applies to methane emissions arising from the upstream exploration and production of oil and fossil gas, inactive wells, temporarily sealed wells and permanently sealed and abandoned wells, as well as from fossil gas gathering and processing, gas transmission and distribution, underground gas storage facilities and liquefied natural gas facilities. This Regulation also applies to active underground and surface coal mines, as well as closed or abandoned underground coal mines.”
An important element of the implementation of the (Methane) Regulation is the requirement that methane leakage reports prepared by the affected companies be verified by a third party. Axing Zrt., as an accredited verification body, provides verification services to assess compliance of such reports with Regulation (EU) 2024/1787 upon engagement. As a verification body, Axing Zrt. takes into consideration the OGMP 2.0 framework, which ensures accurate and transparent measurement-based emissions reporting. The continuously evolving LDAR technologies contribute to the detection of potential leaks and, through their elimination, to the reduction of undesirable environmental impacts.
